His office later said that he would sign the extension only if it was matched by a similar bill in the House.
Republicans who control the House had been holding off on action after Senate Majority Leader Harry Reid promised to bring a bill to the floor on Saturday.
Previous extensions of the funding authority expire at midnight on Friday. Furloughed federal workers are being forced to work without pay after Congress left town and the sequester cuts took effect on Friday.
Reid said on Tuesday that he will allow lawmakers to do what they do best.
“If any one of them wants to come back and try and knock over the White House for four or five days and not do anything else, they can do it,” he said.
Republicans said on Wednesday that they will not agree to give temporary funding authority to continue the government operation on unless they have agreed to extend a measure that gives jobless benefits to the long-term unemployed.
“Our goal is to build a jobs recovery for the American people, not create a jobs shutdown,” he said in a statement.
But Senate Democrats said on Wednesday that the extension will not prevent them from having a debate in the House.
Meanwhile, a bipartisan group of congressional leaders have agreed that congressional committees should meet next week to avoid any more government shutdowns.

Support for making it harder for sex offenders to return to American cities is growing.
A new Pew Research Center survey finds that a majority of Americans now oppose new legislation that would make it harder for sex offenders to move to or live in U.S. cities, a view that was held by only 16 percent of Americans last year. Even as those numbers change, support for the so-called “red flag” bill, which would bar sex offenders from owning guns, grows.
But when a hypothetical version of the legislation is actually described to the public, so does a basic misunderstanding of how sexual assault works.
The new poll — which was published Tuesday and conducted by the Center for Information Technology and Innovation — found that 53 percent of adults oppose new legislation that would bar sex offenders from moving to or living in U.S. cities, and that 66 percent of Democrats and 61 percent of independents oppose the new legislation. But when the legislation is described to the public, a majority of respondents oppose requiring sex offenders to notify communities before moving to or living in them, and Democrats are opposed by as much as a three-to-one margin. Instead, the public is generally far more opposed to requiring sex offenders to report their crimes online and in person, which would make it easier to find them and keep track of their whereabouts in real time.
“Not only do Democrats have strong support for the red flag legislation, but they have strong bipartisan support for it,” said C. Trent Rosecrans, a co-director of the new survey who led the effort to get the data. When asked about the new legislation, the public’s approval of Democrats was higher than its approval of Republicans. And if Democrats were to be held liable for the crimes of their constituents, that support would remain, Rosecrans added.
Among Republicans and independents, Democrats are more supported than opposed to the new legislation when its details are described to the public. But among Republican and Democratic voters, opposing the bill is also growing. Overall, 32 percent of Republicans and 40 percent of Democrats oppose requiring sex offenders to notify communities before moving to or living in them, and
