If you’re running at least iOS 11, it’s the same home screen that is used by iOS 10 as well. You should be able to go back to that home screen by holding down the home button (as long as you’re still using Touch ID for login) for a few seconds.
There’s also a new way of multitasking, with Split View, that’s new to iOS 11. You can enable it in the Settings app by going to General> Accessibility> Multitasking> Enable Split View.

Old:
In iOS 10, the home screen doesn’t change by itself when you’ve upgraded to iOS 11. iOS 11 however changes the home screen to this new look for you, so you can choose if you want to continue with iOS 10’s home screen or to go to the new one.

There is also a new way of multitasking. The one that’s built into the new home screen. You can enable it in the Settings app by going to General> Accessibility> Multitasking> Enable Split View. This will make the screens of apps you’re using (or, of the top few apps, I imagine) appear in two separate rows on the home screen.

As @Hyrule64 noted in the comments, the iPhone 11, iPhone 11 Pro, iPhone 11 Pro Max, iPhone 12, and iPhone 12 Pro all have the new home screen and the new way of multitasking. The iPhone 13 has the new home screen but the old way of multitasking, and it’s an iPhone 11 which is upgraded to the iPhone 11 Pro.
The home screen features in iOS 11 will be available on the newer iPhones, but you will have to install iOS 11 yourself. And if you want to go back to an older iPhone, you’ll have to do it yourself as well.
